There are many variations in product, application, and methodology. Asphalt as a wearing course is not waterproof, but it does allow for water to drain quickly toward the closest possible point. When placing any wearing course, Paving blocks or Asphalt, you must make sure of the No:1 fundamental rule: Water drainage.
In this video we briefly show the difference in compacted Hot-Mix Asphalt and poorly placed Cold-Mix asphalt from a bag. You can clearly see that the trench repair in the video lets through all the water it receives. This water will migrate under your asphalt layer and create mechanical movement and Very Rapid decay.
Make sure your contractor compacts every layer properly.
